Brazil sets regulatory framework for offshore wind
New decree clarifies regulatory authorities and requirements, as developers gear up for first projects
Brazil has passed a new framework for the development of offshore windfarms in its waters. The decree clarifies the technical criteria, requirements and mandatory studies required for a project’s approval. Developers are obligated to carry out studies to identify offshore energy potential once awarded an assignment of use. Brazil’s Ministry of Mines and Energy (MME) is responsible for authorising projects, although it can delegate the powers to sign assignment-of-use contracts to the National Electric Energy Agency.
